Understanding the Affordable Care Act (ACA) – also referred to as Healthcare Reform

Beginning in 2014, individuals must have healthcare coverage, either through their employer or elsewhere, or they may be subject to a tax. This is a provision in the Affordable Care Act (ACA), also known as healthcare reform, which was passed into law in 2010. To meet this provision, benefits-eligible associates have the option of enrolling in American Greetings coverage or shopping for individual healthcare at federal or state-sponsored healthcare exchanges. The “Health Insurance Marketplace Coverage Notice" provides information on the federal exchange and how to access coverage. However, you will see that, most often, what you pay through American Greetings is less than what the exchanges will charge because, in most cases, the Company pays the largest part of your healthcare costs. For further information on the ACA, please visit www.healthcare.gov.

Beginning in 2012 under ACA, AG is required to report the gross cost of employer provided healthcare. The reported cost is not just the amount you pay for coverage. Rather, the reported cost is the actuarial value of the full cost of coverage that both you and AG pay. For example, if you elect single coverage, the cost for single coverage will be reported; if you elect family coverage, the amount reported will be the cost of family coverage. The regulations do not indicate this reporting will be used for taxation. The government intends to use this reporting to determine who is uninsured or who must participate in the exchanges or pay a penalty tax.

Affordable Care Act (ACA) Reporting

Healthcare Reform (Patient Protection and Affordable Care Act; ACA) reporting began in 2016 and requires American Greetings to determine whether, 1) an employer offered affordable coverage; 2) an employer offered minimum essential coverage*; and 3) if employees who receive coverage on a federal or state exchange are eligible for a premium tax credit. American Greetings is required to file this information with the IRS and provide to certain employees (generally those who averaged 30+ hours) an IRS Form 1095-C that will include:

  • Whether American Greetings offered you coverage;
  • Whether you enrolled in coverage; or
  • No offer of coverage was made.

This form will be provided before the IRS deadline each year and is to be used when filing tax returns. If you do not receive a 1095-C by the time you are ready to file your tax return, you may use other information to answer applicable questions on your tax form.

For more information, visit www.irs.gov and/or consult your tax advisor.
